What is a trustee?  A trustee is a person who is supposed to listen to the views and work for the benefit of another.  There is some controversy over to whom IVGID trustees owe their allegiance.  Is it the property owners, the residents, or both?   Some of our current Board members have the expressed the opinion that they owe no allegiance to non-resident property owners. Trustees are elected by residents, but unlike most GID’s, ours is supported primarily by property owners because of the Rec/Beach Facility Fees.   These fees have existed for almost 50 years and were instituted when all property owners had the right to vote in District elections, so I believe Trustees should show allegiance to all property owners, whether or not they reside in the district, as well as residents.

Trustees are supposed to listen to their “beneficiaries” before making decisions. Unfortunately some of the current Trustees have made decisions in the past year that severely limit public comment and the communication from their beneficiaries, the residents and property owners of Incline Village/Crystal Bay.

In the past year the District has committed a number of violations of the Nevada Open Meeting Law involving Board meeting agendas that were not clear and complete (even after having been reviewed by our legal firm, Reese, Kintz, Guinasso).  How can we be informed or give input if IVGID agendas don’t clearly specify what is to be considered? Our trustees need to ensure that the public is aware of the items under consideration.  Not doing so deprives the residents and property owners of the opportunity to participate in the decision-making process.

If I am elected, I will ask for the removal of any agenda item that is not clear and complete.  I will work to restore public comment after each agenda item considered for Board action.  Additionally, I will promote community forums where everyone has a chance to participate and give their views for all to hear, not just “one-on-ones” with Trustees.
